Which group has always been taxed more?
People earning higher incomes.
Income tax systems in most countries are progressive: higher earners pay a larger share of their income in taxes (higher marginal rates and often higher average tax rates). The other groups listed (overtime workers, East Coast residents, government employees) are not inherently taxed more across the board.
