Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries conveyed this urgency in a letter on Wednesday, asserting that the American public justifiably expects their representatives to act decisively to restrain Immigration and Customs Enforcement (ICE) and prevent further tragedies. They outlined ten formal demands aimed at GOP leadership to ensure the funding, set to lapse on February 13, comes with vital reforms. While Republicans, who currently control both chambers, have dismissed many of the Democrats' proposed reforms, the latter are preparing to introduce legislation that codifies these demands. Among their proposals is a call for targeted enforcement, stipulating that DHS officers should not enter private properties without a judicial warrant and should refrain from indiscriminate arrests. They seek to fortify guidelines against racial profiling, demanding that enforcement actions be devoid of assumptions based on an individual's location, language, or ethnicity. Furthermore, the Democrats advocate for accountability measures, including the mandatory display of identification by DHS officers during immigration enforcement and the use of body-worn cameras to document their interactions with the public. The demands extend to protecting sensitive locations such as medical facilities and schools from immigration enforcement activities, establishing a reasonable use-of-force policy to ensure officer accountability, and safeguarding state and local jurisdictions' rights to investigate potential incidents of excessive force. Additionally, they propose that all detention facilities adhere to basic standards guaranteeing immediate access to legal representation and that state authorities have the right to sue DHS over violations. By implementing these reforms, Democrats aim to create a more humane immigration enforcement system and prevent any further loss of life.
