### Proposal to Upgrade to Draft Revision of the Preliminary Draft Revision of Recommendation ITU-R BO.1504-0 **Submitted by:** European Broadcasting Union (EBU) and Broadcast Networks Europe (BNE) #### Background During the Working Party (WP) 4A meeting held in October 2024, the EBU and BNE submitted Document 4A/318, which proposed a revision to Recommendation ITU-R BO.1504-0 titled “Effective utilization of spectrum assigned to the broadcasting satellite service (sound).” The main aim of the proposed revision was to remove references to modes III and IV of System A (Eureka-147 DAB), as they are no longer part of the current standards. In the subsequent WP4A meeting in May 2025, there were no further inputs or changes to the working document created for the preliminary draft revision of Recommendation ITU-R BO.1504-0. Given the stability and acceptance of the document, it was escalated to a Preliminary Draft New Recommendation (PDNR). The meeting concluded with the understanding that the document would be revisited for potential elevation to a Draft New Recommendation (DNR) in the next WP4A meeting scheduled for November 2025, as outlined in Annex 49 of Chair’s Report, Revision 1 to Doc. WP4A/567. #### Proposal We propose that during the meeting in October 2025, WP 4A consider the elevation of the preliminary draft revision of Recommendation ITU-R BO.1504-0 to a draft revision status. The proposed revision focuses on ensuring that the recommendation reflects the present technological landscape and operational standards in the broadcasting satellite service. The anticipated outcomes of this elevation are: 1. **Modernization of Standards:** Update the recommendation to align with current practices and technologies in satellite broadcasting. 2. **Enhanced Spectrum Utilization:** Ensure that the spectrum allocation for broadcasting services remains efficient and effective, catering to the evolving needs of the broadcasting community. 3. **Stakeholder Alignment:** Gather additional feedback from stakeholders in the broadcasting sector regarding the implications of removing outdated modes from the standard. We kindly request the support and collaboration of all member bodies in reviewing this proposal and contributing to the refinement of the recommendation ahead of the WP 4A meeting in October 2025. ### Conclusion In conclusion, the proposed upgrade to a draft revision of the preliminary draft revision of Recommendation ITU-R BO.1504-0 is vital for maintaining technological relevance in the broadcasting sector.
